I think they’ve done exactly the right thing. A fundamental rule of the game was broken and it was ruled that a replay was the punishment. Sure it only happened onceLeast they could do is not allow substitute players to enter the field until the on field player has left the pitch. Easy enough and does not cost a fortune.

You forgot to include the Welsh rugby union as well.Is this not letting headquarters off the hook though? The association is a shambles when you compare it to the likes of premier league and the NFL.
