Nope what I mean is Circus and Bread is an approach adopted the Romans when the citizens became unhappy with the Political elite. To distract the people from the real issues they would put on Chariot races and hand out free bread .
When ever politicians try to distract the electorate from real issues with hoodwinks and shock value statements like the above , then it is applicable to say "Circus and Bread" or just plain bullshit.
