Lavrov has arrived in Latin America to go on a regional tour and cement ties with traditional allies. In recent months it has been suggested that the Russians will install nukes in the region maybe in Venezuela, Cuba or even Nicaragua.
This region is no longer considered America's backyard. Those countries have taken a different line when it comes to improving relations with Cuba and Venezuela and supporting the South African case against Israel and condemning the genocide of Palestine. Brazil has compared it to the Holocaust and the US Congress is so far removed from the region they even want to sanction South Africa for going to the ICJ in the first place seeing them as being pro Hamas and Iran.
The other interesting aspect to this is Venezuela is a thorn in the side of the US has actually served as an example to aspiring Sahel Republics the Alliance des États du Sahel in moving away from their colonial power the French. US won't like Russia moving into their territory but so be it the NATO alliance has been pushing up against Russia's borders in Ukraine.
