China is market economy most of the time. The state controls the banking and regulatory processes of the nation but other than that Chinese people are free to buy shares in the stock market. Foreign companies like the Americans, British, Japanese and so on invest in the country with gvt support. American corporations employing Chinese workforce. Conventional Communism does not apply it is roughly a mixed market economy. The end result is plenty of examples of gvt corruption but also a blueprint for National development and that is what we in the west lack.
 
The Political systems of the West have been captured by the Banking system a long time ago. Govt tax the citizens to finance the State, but a large portion of the taxes are spent on Bond interest repayments which enrich the Financiers.
Bond issue is unneccessary if a Govt issues its own money to invest in its economic growth.
As stated earlier, Financiers invest in Govt Bonds, because they are a safe haven in times of Stock market turmoil. as a Govt cannot run out of money in its own Sovereign currency.
