The State will be the builder as no private builder would touch this.

Sounds like the people out there who have caravans.
Maybe some SF/IRA Cult member was on an Irish holiday in a caravan, it pissed rain and the " genius " got an idea while sitting within and twiddling his thumbs.

They are some shower alright, mouthing off about landlords for years and here they are now proposing that people buy these houses but not own the land the house is actually on.

The billions wasted on housing refugees could have done so much.
They found the energy to do that yet couldn't fix homelessness overnight.

However I just cannot understand owning the house but not the site.Would any bank give a mortgage for that.?
 
We haven't wasted any money on refugees.

This money was spent on saving the lives of innocent people fleeing war and persecution

The vast majority of them are economic migrants and the sooner they are filtered through the system the better.
Also I believe there should be some detterent in force for anyone claiming international protection when they are actually economic migrants.

Leaseholds are very common, especially in the city and older suburbs. As long as there's sufficient number of years left on the leasehold then you can get a mortgage no bother. Normally a leasehold is 99 years and renews automatically.
You can buy out the ground rent at any stage and have full ownership.
