If the aim of the clubs proposing this rule is "player development" (it isn't ) then it's still moronic.

You'll only develop the elite lads i.e players with the potential to play 1st team.

What about the poor junior player who is only ever going to scrape a game playing 2nd team. All of a sudden 3 or 4 lads who have made an senior or Intermediate appearance are landed back into the 2nd team and he's kicking his heels on the bench. It will follow down the line.

This proposal potentially limits the amount of adult players to play championship not increases it.

A ridiculous proposal to suit the big club and I hope it's voted down and put in the toilet where it belongs.
The fella who is scraping onto the lowest team in the club (as ultimately he is the fella who is losing out) is more often than not training irregularly and probably doing no gym work. The fella on the cusp of the 1st team (who you are proposing loses out) trains 3/4 times a week and is in the gym through the winter. Who is more deserving of championship minutes?

I'd say the junior player who wants to play junior as that's his only option of a game. Plenty of lads out there train regularly and just aren't good enough to advance up the grades.

Again why would your clubs management bring a fella on senior or Intermediate for 10 mins and not play him again? That's an internal issue for the club to sort out.

Bringing a proposal before the board because clubs either want to have stronger second teams or their management teams can't coordinate their approach is laughable I'm afraid.

Normally you're a decent poster but on this issue you seem to have no idea how clubs operate.
 
Current rule: If the player plays any minute in a higher grade championship, he is prohibited from playing in all lower-grade championship matches for the year.

Proposed change: If the player plays some minutes (with restrictions - ref proposals) in one higher grade championship, he is allowed to play in all lower-grade championship matches for the year.

I think the proposals are worse than the current rule, so if I had a vote then I'd be voting against (our club has a vote of course, and we'll hopefully be discussing it at the next committee meeting, but we have a lot going on too in our own club and honestly it won't be the top priority for discussion). However, I do think that there's a point in between which would be better than the current rule, and that it would likely be where there would still be a some level of match-banning but not a total ban for the entire year.

Ye won't be discussing it at next club committee meeting because the vote had to be be back yesterday I think. County convention is next Tuesday evening
