Certainly the republicans must share some blame for their actions of lack of, but I think the major issue is a structural one.
At the beginning of the war many western countries donates their excess arms but are/were unwilling to go below what they deem to be their minimum requirement for their own defense.
If you look at defense companies most of their share prices have gone through the roof on expectations of increased production yet so far production increases have not really happened to any great extent. One of the reasons is despite their posturing and pontificating western governments have simply not increased orders.
So lets suppose you are Rhinemettal in Germany (there is talk of them building one in Ukraine) will you build new factories when potentially these orders may not come or possibly the war won't last as long as you expect to justify a new plant, i.e what do you do with it if the war stopped tomorrow?
Also most of these companies have order books stretching to 5 years therefore to meet any new demand would require new plants and currently they have not been given guarantees that would justify this, so we are reaching a stage whereby there are no surplus weapons to give, and none in the pipeline and that is down to the lack of action or planning by western countries. Also to ramp up production won't happen overnight so they more they prevaricate the more they are playing into Russian hands.
Contrast this with Russia who is now on a war time footing whereby resources and people are being diverted to go into the war effort, and it is not too difficult to see why the tide has been changing of late.
