To make it simple. Imagine that lets say France is at war with the UK. Let us for this exercise make the UK aggressor (russia).
France launched from Marseille base a drone which flew to the UK and hit Shard building in London City without being stopped at any moment. That drone actually got lost and flew over to Edinbourgh and then back to London over Belfast (to try to show the distance only ) The target was hit despite all air defense it passed on the way hitting government buildings. As a retaliation UK shot a missile over the channel hitting the local cheese club located in an old primary school in Normandy killing one and injuring few more.
