How is a run off election declared? CNN predicting a runoff in Georgia with 1.3% between the candidates but not Nevada where there is 1% between candidates. Is it different states having different rules?

There is some law in Georgia if one candidate doesn’t pass 50% it’s a penalty shoot out.

They elected a man with a masters in public policy from Harvard and actual political experience and well considered polices for the betterment of his state over a TV quack with a well documented history of promoting pseudoscience and killing dogs.
