Pardon my ignorance but what is a Horizon project exactly and why are they good ?
Horizon Europe is the main EU research fund. It's enormous and the UK used to win loads of funding for its universities because they're prestigious, English-speaking, and good. In that order.
 
It was free for the UK.
Now appearantly it is costing them € 2Bn to get involved with it again.
It wasn't free.

It's also not only an EU organisation, NZ are a member, for example.

Exiting membership has done enormous damage to UK science, through the value of research, cutting cross border collaboration and has resulted in huge numbers of EU research postgrads leaving the UK (the LSE say numbers halved...), going to take a while to repair it
 
UK science always got more out of the EU science pot than the UK government put in (but the UK government always put money in - so it wasn't totally free money).

They won't now I'd imagine.

Its the Post docs leaving is the real problem in a few years time (and even in Horizon they'll still need expensive visas to work).

They might hit a pipeline issue for the mid-ranked universities in a few years.
