Why are there so few teams in the churchill cup?

It seems like a good competition for new blood to get a chance to show what they can do, would be good to see some more buy in to it.

I mean why arent the pacific island teams in it for example?

The IRB Nations Cup is on at the moment as well, France A and Italy A and Russia off the top of my head are competing in it.
