As Stacky mentioned people just put immigration, refugees and asylum seekers in one bucket without differentiating. Most of the issues you mentioned earlier are more related to refugees and asylum seekers than general immigration.
It is not deflecting from the issues, if you want to stop people from coming from within the EU with criminal convictions then you are looking at changing our relationship with the EU and how we deal with the movement of people within the EU.
