It is the frequency of seasonal heavier rainfall events due to warmer ocean and air temperatures leading to increased moisture and energy in the weather systems that dump larger ammounts of water on these islands thus overwhelming existing draninage systems and flood mitigation measures.

No,not specifically but it is expected to make things even worse with increased rainfall and stronger storms as well as higher temperatures.

There is currently a big bonfire and El Nino is just pumping petrol onto the bonfire.
