I am not sure if that will be the case, just technically speaking there is nothing in the way of phone cells when you are at 30,000 feet in the air.

The report states technology would be installed on the planes - if that's required for it to work then they would be charging you I'd imagine. If its not required to get signal then
I get what you mean about obstruction but how high up can you get a reliable signal?
