From being involved in similar types of work, I think she's referring to the "gateways" in the public spending code. Basically, the approval process the Dept. of Finance have before they hand over cash for these projects.

Very clumsily phrased though.

She said she was shocked by the conditions of the social housing in Gillabbey Street. She’s been there since 2014!

She's deluded her Loves a good photo-op and then does nothing.
She back tracked as City Council employees were offended by that and rightly so, it's not their fault budgets have been cut, recruitment non-existent replacing retired staff and hiring sub-contractors that don't care.
It's directly her fault, you can best believe too those residents have constantly been onto local Councillors and City Hall themselves and they did the usual, oh yes we'll look into that or yes we'll get that sorted and be abandoned.

Only reason she's doing something now is cause it's gone public and the buck stops with her and this could be the downfall of career and taint everything else she's done.
Outside the current issues she has done some great things to be fair and been part of great collabs.
