The police have got several convictions in the UK based on his stops and video evidence so he must have some legal grounding, otherwise the cases would be thrown out.
How do we know he’s never been prosecuted also? He may decide it’s worth it for his Twitter followers.

He never stops the cyclists. He might shout or scold but never stops. Probably because he knows he won't get a conviction (no license plate, not easily identifiable etc.)
For all we know he’s received FCPNs for obstructing traffic. Anyway, he’ll mess with the wrong guy some day soon.
