He never stops the cyclists. He might shout or scold but never stops. Probably because he knows he won't get a conviction (no license plate, not easily identifiable etc.)
For all we know he’s received FCPNs for obstructing traffic. Anyway, he’ll mess with the wrong guy some day soon.
