Yep. It's a huge part of his game and by definition, it won't always come off - but when it does it can be highly effective especially with Liverpool's (usual) pace up top. He's got the technical ability to justify it.

Surely whether a player is likely to get to the ball or not should have no bearing on the decision whether it's a foul.
Otherwise every time a player runs after a ball in vein, he could be clattered without any risk of giving away a penalty/free.
