Although I use the term very loosely, I'd regard him as more celebrity than character.

What I was getting at was the kind of eccentrics who everyone would be familiar with having been raised in the city.

I (like everyone else in Uni over the period, best I can gather) knew him some bit and I wouldn't include him with random nutters on the street but he would certainly be a bit of a character by any stretch.
