They secured it because it’s derelict, but usually it wouldnt make financial sense for the council to restore it. The costs of bringing it up to spec are just too high.

Secondly, a rent freeze is used to protect existing renters (when done correctly) from unscrupulous profiteering from cowboy landlords.

Like Cork City Council and Cork County Council sitting on huge numbers of vacant properties and zoned landbanks as well as not bothering to enforce dereliction or chase fines.
