Our building standards are the major issue here.

I was in a meeting on Friday and was told that some Swedish engineers were over helping out on some scheme. When they saw the building plans they said "how fucking cold does it get here in winter?!".

We are building to a far higher spec than we need to
We’re building to NZEB standards because of EU climate targets, not because its fucking cold in Winter! ;-)

New builds need to be future proofed as part of our climate change commitments.

This is a good thing.

Gas and oil will not be used to heat homes indefinitely.
 
Would it not make sense to just focus on building hotels and then everyone could live in hotel rooms.

Much easier than building houses, and much more efficient
 
There's been a focus on providing everyone with a house by some parties, but I'm happy out living in an apartment as long as I have a country dacha or seaside dacha to retreat to at the weekend.

The spec may be high but the quality of tradesman may be a bigger problem. Back during the Celtic Tiger days, I knew guys who quit their apprenticeships in the motortrade at around £100 per week to plastering at £400 per week. You could imagine the standard of work.
