really no place for them on the roads...to fast for bike lanes and to slow for roads....

These are a pest, that is true but I honestly rather them to a cyclist thinking he is in the tour de France and seeking out pitiful footage for his " followers "

Generally speaking they’re going around with no helmets, no hi viz, no signals/clues to other road users as to what they’ll do next … flitting from road to pavement & back … the least they should have is a reg plate

yeah..they are a problem and going to be a bigger problem... if a reg plate helps fine by me .... i think the guards should focus on scooters for a day or two each month... confiscate them if being driven on footpaths or for other dangerous behaviours...the message wouldnt be long getting around and it might help...same with cyclists like...adults cycling on foothpaths for instance should have their bikes taken off them..

i doubt it but not definite. maybe the cyclist could be done for dangerous cycling like,.
