Any half decent company was gone off Windows 7 last year at the latest.
Either their IT dept was under resourced or they are incompetent.

Seemingly some of the programs they run had compatibility issues with newer versions of windows or required extensive testing. Even now it looks likes they are going to pay Microsoft over a million to extend support for windows 7 beyond its life.

Again, every company worth it salt had compatibility issues and were able to overcome them.

I'd have serious concerns about their ability to meet GDPR regulations if they can't update an application to work with Windows 10.
