No. The materials can only be presented post conviction. Sometimes the Judge passes sentence immediately after PIM, but often (particularly in complex cases) they take a week or so to consider what has been presented and what weight (if any) should be placed on that information to either extend or shorten the sentence.

I thought it was expected to be through the HOL next week, but it would then have to be enacted an all that.
