Seems a stupid rule and it seems they were hours from compliance.

I'd say this could be challenged when time differences between here and the states are taken into account.

The GAA has rules, and rules need to be adhered to, but banning a player for 12 weeks and leaving the club off Scott free is comical Ali stuff

Turloughmore were kicked out of the galway championship for the same issue a good while back. Surely Charleville appeal here?
