The article linked there was from the Sindo, not the Sunday World.
The extract from it that was put up was helpful, but it's not clear why Cork underspent - although that article did say that most counties had underspent. Another poster suggested that it was a matter of coaching officials starting work this year rather than last, so the money will be spent even though there will be a shortfall in spending for the last financial year. Obviously it would be nice to have that account confirmed as well.

An indictment of an inability to develop players and persist with fellas who have had years of chances. Had huge potential imo but has got no run of games especially in comparison to other players who are continuously tried over and over again with the same results.
Not saying he was the answer but surely demonstrated enough potential especially as a prospect for what is corks weakest line the half forward line
