It wouldn't be up to Frank, HQ and ultimitely county boards would make the decision.

It's a non runner though. Even if Gaa came on board there wouldn't be enough stadia.

NZ did it with 12 Stadia. 1 of 60k, 1 of 40k, 5 of 30k and 5 of 15k-ish.

Given past form of rewarding Countries that vote for you with a few games You'd Have: Millennium, Murrayfield, Landsdowne(all 55k+) Thomond, Ravenhill(30k-ish if the latter is upgraded) an upgraded sportsground and an upgraded Dubary Park.

If the Gaa got on board (a very big if, granted) You'd easily reach the required number.

Seems like a no brainer to me to be fair.
 
Croke Park would be needed, No doubt. But I really couldn't see the gaa turning down 50% of the redevelopment cost of a few stadiums just for 4 of 5 games of rugby being played on the ground.

They will favour single country bids.

Wales were sole hosts in '99, But had games in the other home nations. Ditto England in '91. Cardiff had a 2 or 3 games in '07. Nothing new in it. I think the joint bid thing is after the fall out from '03.

We could do this, No problem, Think of the boost if would give the country to know that upwards of a Million people would be descending on us for a month of madness. They had it right on the wireless, Think of the Oz/NZ/Saffer communities in the UK. Throw in France not a two hour flight away and you have a built in support base for 8 of the top 9 teams.

It wouldn't be a joint bid as such though. We held games in the 1999 World cup yet the bid and the organisation was Wales' baby. It would be the reverse here. Rugby World cups are generally run that way a few countries help out but that doesn't take from the main host.
