If you don't pay the fine you get the days instead.
I don't think there is a separate contempt style hearing for not obeying the court order.
So you are going to jail but you can pay a fine not to.

So, nobody gets brought to court for not having a tv licence and gets jail. They get a fine, which if they chose not to pay, will result in jail time. And it is a choice. If they are unable to pay they won't be jailed.

The Gardai contact you and give you a time frame to make payment. They then give you a date to present yourself to the prison if you haven't paid.

No they weren't. They were held to serve the alloted sentence. Money was not mentioned, but the prison was full and they got left go due to overcrowding issues. This is not Enoch Burke style refusing to comply with a court order about future behaviour.
Sometimes, sometimes not.'In Lieu' if my memory of French is correct means 'In Place Of' and when sentence is passed both possible outcomes are recorded.
