While I'm speculating wildly, maybe there are more gardaí in the family?

Or maybe the gardai would be reluctant to investigate families of Gardaí, even if they were dead? This seems most likely to me.

Tbh, I doubt there was a widespread conspiracy, as usually incompetence is a better explanation than a conspiracy.
