People on phones shouting loud enough for everyone to hear because they are so "important"

I was walking down the street this morning when I could hear a lot of shouting going on - I turned the corner and there was a guy with a mobile phone held about waist high and he roaring into it. There's another guy here at work who carries on extremely loud telephone conversations with his earbuds in, he moves from one room to another and back again roaring into it.. Dom Joly wouldn't get a look in!
