I'd say you'll be hard-pressed to get it delivered to people, the storage requirements for it are really complex, it needs to be kept at -80c, you need specialise refrigeration units on an unprecedented scale, you need dry ice on an unprecedented scale, the pressurised jars need a special kind of sand, and you need to manufacture the stuff itself.
It might just be easier to administer to people in the more urban areas first and cover those at high risk, etc, or give it to working aged people first, and get them back into the workplace.
Probably 4m - I'd say 20% or so will refuse to take it.
WHO have issued guidelines re rollout of vaccine - frontline healthcare workers and those with underlying conditions first, then essential workers followed by general roll out from older to youngest.
