I'd say you'll be hard-pressed to get it delivered to people, the storage requirements for it are really complex, it needs to be kept at -80c, you need specialise refrigeration units on an unprecedented scale, you need dry ice on an unprecedented scale, the pressurised jars need a special kind of sand, and you need to manufacture the stuff itself.
It might just be easier to administer to people in the more urban areas first and cover those at high risk, etc, or give it to working aged people first, and get them back into the workplace.
