What everyone should be working towards is expanding the game of hurling not trying to make it more exclusive. The best teams are still going to progress anyway and the weaker teams will learn what the standard required is and can work towrds that.

Meanwhile you have more young lads who are playing school hurling at a high level and that helps spread the sport particularly in a county like Kerry where hurling is definitely the second sport.

Where do you stop in making the competition too exclusive, too confined ?
you completely undermine the value of both A and B by allowing teams in to get hammered by 15 to 20 points.
16 teams in 4 groups of 4 so everyone plays the same number of games
The 4 semi finalists top seeds the following year then open draw after that.

Ballincollig minus 51 score difference over 3 games
rochestown minus 46 over 2 games
Tralee minus 44 over 2 games

21 teams in the harty cup is too many.
The only things 17 and 18 year olds in tralee will have learned from their harty experience is that the people telling them not to mind the hurling were right. Instead of having a good run in the B and being able to tell those people to piss off.

Kids are not like adults who can just put that kind of hammering behind them. It knocks confidence.
