I see zero reason why this could be considered any infringement to privacy.

Sorry it’s the Garda Mobility App for insurance. I agree with you regarding fixed cameras and these could be used to detect breaking red traffic lights and stopping in a yellow box also. Both are happening far too frequently.Only in cars not though Automated fixed cameras potentially mounted on all traffic lights
also when i googled ANPR there is no mention of insurance status only Tax and linked to various crimes
