you would think wouldnt you....the money was probably ring fenced for the purpose of cycle lanes.....i know for a fact that the council have replaced double glazed windows with the exact same double glazed window whilst ignoring a leaking roof in a council owned house. i witnessed this.. the guys putting in the windows were laughing about it..to make it teven funnier the new windows latch was slightly faulty so they to come back and fix that..
