No it may be useful for children and people not as confident to encourage people to cycle. The cyclist in the photo is clearly more confident, on a road bike (faster) and keeping up with traffic, I don't see the problem here

Surely and in all logic, if a cycle lane is there, then cyclists should use them after all it is safer for them ?
