Over 16's.
No one under that age should be out on the roads. If you're on the road, you should know the rules of the road. A theory test should be the minimum. At the moment cyclists can do whatever they like with impunity. I can't see how making them prove they have a notion of what they should do in certain situations could be a bad thing. I'm sure it would save a few lives.

That is crazy talk, are you seriously suggesting you should be leaving cert age before you are allowed cycle to school?
Bear in mind that it is illegal to cycle on footpaths

Yes it is, I was 16 for the first semester of my leaving cert year
