The Telegraph claim it was someone else who started it, on July 15th.

Yet a friend of mine has a video up on July 12 doing it in Australia. And in that video they sit with feet in warm water while ice water is poured over their head. It's supposed to mimic feeling of the aftermath of chemo and money was donated to cancer foundation.
