Looks like it's the cyclists who are far more in need of additional testing, per today's Irish Times:

"Almost two-thirds (64 per cent) of hospitalised cyclists were injured in single-vehicle collisions, in this case meaning the bicycles themselves".

So much for all the cyclists being killed and injured by drivers....

Still a surprisingly large number of drivers on Irish roads who have never done, or failed, a driving test

Not surprising.
Back in the late 1970s there was a huge backlog of people waiting to take the test. Govt solution was anyone who'd had 2 consecutive provisional licences were given a full one on application. Crazy thing because some people had never actually driven a car previously but as they had the two provs, they automatically got the full licence.

Even scarier, those same people got the license to drive any vehicle type if they ticked all the boxes!

That population are now starting to come off the road. They'd now be in their mid 70s.
One of my uncles got one that way but stopped driving for health reasons last year. It'll be a while before they're gone but they're starting to go.
