Default Making clearer poorly scanned images?

I have some team photos that I found online on a newspaper archives site but they are very unclear. Anyone know of anything I can access for free online to make these scanned images a lot clearer?

Nearly impossible to do. Newspapers are printed at low resolution and a scan will often have a sort of grid on the pictures , (Moire) see,

It can be improved, but not really worth the cost or effort.

Install paint.net (it's free) - Windows package. Click on "Adjustments" and then click on "Brightness/Contrast".

This puts a box on screen, with slider adjustment controls for contrast and brightness. Drag the box out of the way of the photograph and then experiment with the different levels.

It won't work miracles, but it will definitely help.
