Really? You expect them to turn up at your house with all the gear in their toolbox (not euphemism) for whatever may be wrong?
Tradesmen have to purchase, tax, insure, and run a van so it's unsurprising there'd be a call-out charge.

To avoid having to pay a call-out charge you could have brought your attic around to his place of work I suppose

I work in the electrical industry and we have a minimum call out charge of 2 hours r 80 euro minimum charge any more than 2 hours would be charged at 40 per hour. 75cent per mile travel as well.

leading into your neighbours attic where you have a strategically

After asking my plumber if he knew any electricians he gave the numbers of two who he said were starting out and would do small jobs. I rang both and left voicemails outlining the work, neither got back to me. A local small builder gave me the number of a guy he uses to wire small extensions etc, he answered the phone and said he was snowed under with work but because of the contact who gave me his number he called when he said he would, changed 5 halogen lights to LEDs (including fittings), changed a dimmer switch that wasn't dimming, put a new socket to replace one hanging off the wall, replaced a fan heater on the bathroom wall, replaced a shower pull cord switch that wasn't working, added a double socket in the kitchen, and spent about 3 hours doing these.

We fed him lunch, 2 cups of tea and he charged 133 for labour, rounded down to 130 (I gave him 10 euro for a pint, he gave it back), and gave an itemised list of materials used and their price. He was a guy in his mid 60's, salt of the earth, I'll treasure his phone number. You can't beat the ould stock for some things.
