When walking out of a business, Noriega was approached by ICE officers, who grabbed, handcuffed and put him into a van “without an opportunity to explain his citizenship,” according to the court filing.

Agents drove Noriega around for an hour before moving him to an ICE detention center, according to the lawsuit. About 10 hours later, he was released without paperwork and money after ICE officers discovered he had identification proving his U.S. citizenship".

On one hand, being an illegal alien is not a crime, so people apprehended do not have to have a trial. On the other hand, when ICE grabs someone, it’s all considered a purely administrative thing and they don’t have to do the things they would have to do when arrested an actual criminal.

Noriega. I wonder why they picked him? I know Berwyn and I know Harlem and Cermak. Is Noriega a Czech or Polish name? Swedish? It’s a mystery.
