Agree, but there's a reason why they tend not to make such signings as often.
The immediate scrutiny when you sign for a top 6 club is sky high. A poor first 5 games and you risk being written off.
There's value to the big clubs in seeing whether a younger prospect from abroad sinks or swims across 1+ PL seasons at one of the B clubs.
Plenty of players bomb out at mid-tier PL clubs with minimal fanfare.
And for the most part they are willing to pay the £40m+ fee differential to remove that element of risk, because for the most part they are loaded...and the risk/reward equation for most managers at that level pushes them to seek "sure things", to avoid the sack.
