Sure, he'd be cheap, but Chelsea probably need a surefire alternative to Nioclás O'Jaicsúin rather than a bargain basement jobbie.

It's Chelsea. The only club who don't first consider "what gap am I trying to fill" before they spend upwards of £30m, so they may well go for a bigger name (...and trade in Nkunku).
If they want to win the league next season it may be mandatory, but if their business model is based on talent accumulation (and player trading) alongside CL football for a couple of seasons then it's not a necessity.
Arguably Delap might be a better fit than Jackson as a pivot to gel together their huge volume of attacking midfield talent (Estevao incoming too)?
