11:37pm was the last finisher.
As someone who isn't the quickest anyone, that's a bit too much isn't it?
I retract this. I just saw the fella who's run every LM finished in 8hr 32m. He's got to be in his 70s.

His fastest os 2h 32m. The same time as his clubs fastest finisher this year. Legend
 
"Normal" walking speed is 3 miles per hour. A brisk walk is closer to 3.5 or higher.

Accordingly, anything over 7 1/2 hours is slower than walking pace - i.e walking pace with breaks. I'm not sure a big city marathon is the place for that.
That's fair.
I think if you have to finish up in the Park on grass and not the Mall as they had to reopen it then that's too long altogether.

I remember seeing the sweeper van during the Edinburgh Marathon once. If it passes you, you have to jump in. Folk were fighting for their life in front of it and it was only at mile 8. One fella stood out and I checked his bib number later and he finished the whole thing. About 10 seconds before the cut off. He'd have been hounded by that van the whole way.
 
First time I ran Cork a guy ran passed me by County Hall wearing the A t-shirt of a relay team. Naturally I asked and he said after his section was done he felt grand and decided to plough on. He was in a five person relay team and had never run much further than 10k.
