Basically it means that she does not particularly desire children (as a paedophile would) but that she is willing to abuse a child if they are available to her.

Did you actually read the report? If so you can see that the judge(and believe me I'm no fan of these ivory tower pricks) handed down the correct decision. The young chap was obviously not the sharpest tool in the box.
