Makes sense that this wouldn't be applied retrospectively, as it was explicitly allowable in the PSR rules agreed by the clubs.

Feels like an attempt from Man City to:

1. Slow down proceedings in general and ratchet up the PL's legal costs. We'll see plenty more of this imho

2. Find ways to further divide and conquer the cohort of PL clubs. The preferences of other PL clubs shouldn't directly affect the outcome on the 115 charges, but it could certainly help them if they put pressure on in the background
