Legally,currently yes.

Now if Ms.Maxwell had any sense she would do a deal with the D.A.and name names but that would be Prince Andrew x 100 and she would be dead within 48 hours.

Does that mean that everyone who flew to that island was a child abuser? No.

Can you arrest or charge someone for child abuse based on them having gone to that island? No.
