These rules are effectively in for good I think as voted in at the start of the year.
It’s just modifications/amendments of the rules package now. I forget the exact mechanism for those changes but the FRC make recommendations to a committe who approve them or not to go to a committee to be approved or not.. the terms are all very black and white tv era/ pioneer pin type of terminology..
The dinosaurs marginally rejected a proposal last week to allow rule changes more often than every 5 years
