So these thousands of people who are going to be evicted have all refused to leave? Or is the term eviction just being misused?

The deck is very much stacked in favour of tenants in any dispute.

With the landlord left to carry costs if a tenant simply stops paying rent.

Landlords are getting out in record number as in many cases its simply not worth the hassle anymore

Rubbish.
Tenants never get help and if they do take on the landlord they won't have a reference for their next potential landlord.
As a landlord would you take in the person(s) - who rightfully stood up to the landlord- or the 100s of others with references from previous landlords?
