Yeah, but all I was saying us that some kids/teenagers have absolutely no bother spending that time on phones, and social media.

Would they class that as illegal time spent?

Homework must be done, study is optional in theory but is also required at some level - both are directly related to what the kid has been doing all day already. Fecking about on your phone is entirely optional and at best a distraction from the grind of school work. Whether they should spend 3 hours a day on their phone is separate discussion, and I would agree with you that its time that could be spent in a far more useful/healthy manner
